Getting a Business A2P and Toll-Free Approved After 4 Rejections
A business came to us after being rejected four separate times trying to get approved for A2P 10DLC and toll-free SMS sending. Every rejection meant they couldn't legally send business text messages at all.
What Was Actually Wrong
Two issues were stacking on top of each other:
Their DBA didn't match their messaging registration.
The business name filed with the carriers didn't line up with what customers would actually see identified in their texts. Carriers reject this immediately since it looks like a mismatch between who's registered and who's actually sending, which is exactly the kind of inconsistency spam filters are built to catch.
A history of prior sending abuse.
Before we got involved, the business (or a previous platform/provider they used) had a track record of sending practices that got flagged, likely high complaint rates, poor opt-in practices, or unclear consent language. Once a number or brand gets tagged for that kind of behavior, every future registration attempt gets extra scrutiny, and rejections start compounding.
Four rejections in, most business owners either give up on SMS entirely or keep resubmitting the same paperwork and getting the same result.
What We Did
Corrected the DBA and business registration to match exactly
Cleaned up the legal business name, DBA, and EIN so everything filed with the carriers was consistent and verifiable, no mismatches for a carrier to flag.
Rebuilt their opt-in and consent process from scratch
Every opt-in method now clearly displays the business name in the consent text, uses an unchecked (not pre-checked) consent checkbox, links to a privacy policy and terms of service, includes clear opt-out instructions, and discloses message frequency and message/data rates. This is the exact area that carriers scrutinize most heavily, and it's where most rejected businesses have gaps they don't even know exist.
Rewrote the privacy policy and terms of service to meet carrier standards
This included a clear, explicit "no sharing" statement about SMS opt-in data, a critical requirement that trips up a lot of businesses because it's easy to miss and carriers treat it as a hard blocker.
Documented and provided proof for every opt-in method
Carriers want to see, not just be told, exactly how consent is collected. We provided direct links and screenshots of every form and opt-in point being used.
Resubmitted with a clean compliance package
Once every element passed an internal compliance review, opt-in form, privacy policy, and terms of service, all fully verified, we resubmitted the registration.
The Result
Full approval on both A2P 10DLC and toll-free registration, after four previous rejections. Every category came back passed on final review:
- Opt-in form review: 8/8 passed
- Privacy policy review: 7/7 passed
- Terms of service review: 7/7 passed

Why This Matters
A rejected SMS registration doesn't just get denied once, it puts a business at risk of repeated rejections and eventual carrier blacklisting if the underlying issues never get fixed. The businesses that get stuck usually aren't dealing with one mistake, they're dealing with several small compliance gaps that stack up, a mismatched DBA here, an unclear consent line there, a missing disclosure somewhere else. Fixing it isn't about resubmitting faster, it's about actually finding and correcting every gap a carrier can flag, then proving it with documentation instead of just claiming it.
